Overall, had an awful experience with him. I feel like doesn’t care about me as a patient.

This psychiatrist is unreasonable. Sees from the perspective of what is convenient for him to see and tells things based on the way the hospital operates, which isn't very encouraging at all. As a result, isn't open to any patients' opinions. Needs to re examine his way of thinking and do what is right not what he is told to do by the rules of the hospital. Otherwise he shouldn't work in the hospital since he might as well be a robot working there with no real opinion of his own.
